Why are the Oni often wearing 虎柄のパンツ tiger pants?

The explanation relates to the concept of
kimon 鬼門 “Oni gateway.”
The zodiac animals associated with this 北東の方角 Northeastern region are
ushi-tora 丑寅 the bull and the tiger.
Oni are therefore usually depicted with bull horns and tiger fangs, wearing loincloths made of tiger skin.
(Tigers were not known in Japan.)

The pants are a kind of Japanese
. fundoshi　褌　/ ふんどし loincloth .

. tsuno　鬼の角　the horns of Oni demons .

Tengu and Oni
They are often depicted with a loincloth named tatetsuke 立附.
Painting them with a 虎皮の褌 tiger skin loincloth might have started with the paintings of

At the shrine 綿向神社 Watamuki Jinja there is an ema 絵馬 votive tablet of a half-naked woman, only clad in koshimaki 腰巻 waste wrapper, and an Oni with only a fundoshi 褌1丁 male underware doing a bout of 相撲 sumo wrestling.

At the temple 明王院 Myo-O-In in the village of 葛川 Kuzugawa there is an ema 絵馬 votive tablet showing an aka-oni 赤鬼 red demon with white fundoshi ふんどし underpants and a waist wrapper made from 豹の毛皮 panther skin. His opponent is a huge man with strong muscles, all naked. They have a rope around the neck
kubihiki 首引き and pull in a contest of strength, a kind of "Neck tug of war".

Once upon a time
at the night of Setsubun 14 Oni wanted to stay over night at a home but were refused. They had to retreat to the mountain forest and finally stayed at the home of a firewood cutter. The old couple entertained their visitors with great joy and respect. To show their gratitude one Oni gave them a very expensive loincloth as a present.
The old woman was very pleased and asked them to come back next year and stay at their home again.
But the Oni laughed loud and said:
"Since I have no loincloth any more, I can not come . . . hahahaha !"
In this village people tell this story every year to make the Oni laugh.

Two stone formations related to Oni, possibly related to ancient tombs:

It had been said that a devil ate people after chopping them on this stone board.

The length is about 4.5 meters, the width is about 2.7 meters, and the thickness is about 1 meter.

The flat stone at the top of the hill was called a cutting board, and the huge stone basin fallen to the fields below was called a toilet. From their size they could not have been used by humans, so a legend was born that long ago demons lived in these parts.
But these two huge stone objects are understood to have originally fit together as the chamber of a tomb. Over the years the mound covering the tomb was lost, and it is thought that someone trying to make use of the exposed stone moved the top part of the chamber, but abandoned the attempt. The flat bottom section has holes lined up regularly on its surface, which are also the result of someone trying to split the stone for reuse.

Nearby is another stone monument : Kameishi 亀石 turtle stone
This huge granite boulder, 4.26 meters long by 2.72 meters wide and 1.94 meters high, has a carving on its underside resembling the face of an animal, and as its overall appearance is like a turtle it is called Kame ishi.

What is “Oniko”?
Oniko means a demon in Tsugaru dialect.
Oniko, enshrined on top of a Torii gate, is worshipped in about 30 shrines over 7 cities and towns in northwest Tsugaru County. It is not clear how enshrining Oniko on Torii gate began. It is believed that Oniko were worshipped to stop flooding of Iwaki River, hence all Oniko shrines are located alongside of Iwaki River.
Religious belief associated with Oniko on Torii gates and Suiko sama have been part of life in Tsugaru County.
Many enshrined Oniko and Suiko sama are also found in Tsuruta town.

The demons are usually perched between two beams of a Shinto shrine gate 鳥居 torii and seem to support it with all their might.
Some look like a red on blue (green) oni　赤鬼　青鬼, others like Sumo wrestlers or Yamabushi mountain priests.

The Oni-ko of Onizawa 鬼沢, by Joshua Solomon
I recently visited the town of Onizawa, a short drive from my apartment in the provincial city of Hirosaki, to visit the local shrines. Many of the shrines there are distinctive because the torii gates are decorated with carved wooden Oni (or Oni-ko in local parlance), the red ogre-like demons from which the town gets its name. These small shrines are scattered throughout the village, tucked away between rice fields, alongside the riverbank, behind a butcher’s shop ... locating them can be half the fun.

According to Japanese geomantic beliefs, northeast is an inauspicious direction related to the kimon“Oni gateway.” The zodiac animals associated with northeast are the bull and tiger, so Oni are typically depicted as cow-horned demons with tiger fangs wearing tiger-skin loincloths. It is said that Aomori, in the northeastern region of Japan, has a particular abundance of Oni.
This one was painted quite vividly:

There is a legend in Onizawa describing a benevolent Oni, more of a mountain-man than a demon.
As the story goes, the Oni was a friend of a villager 弥十郎 Yajuro, and offered to assist in the construction of a dam to collect water for his rice paddies. He did so under the condition that no-one watched him as he worked. Naturally, the villager’s wife breaks the rule by sneaking over to spy on the Oni. The Oni runs away, never to appear again; however, he leaves in such a hurry that he forgets all of his tools. The metal remains of these massive ogre-sized tools — a saw, an ax, a hoe, etc — are now collected and displayed at the Oni shrine in Onizawa.

There are many other stories like these scattered throughout the prefecture, forming a part of the invisible landscape of folkloric knowledge. Nowadays, much of that knowledge has begun to fade from the local communal consciousness, and instead is preserved on blogs and tourism websites.

At that old time, Onizawa was called 「ながねはだち」Nagahagedachi.
鬼沢には他に、《鬼の腰掛け柏》や《鬼の土俵》など鬼伝説縁の場所がある
そのため、鬼沢の住人は今でも節分の日に豆をまかない・端午の節句にヨモギや菖蒲を屋根にのせないことを習慣にしている家庭が多い。鬼沢では、鬼が神様なのである。
鬼の正体には、田村麻呂に追われ岩木山麓に隠れ住んだ落武者であるとか、卓越した製鉄技術、潅漑技術を持っていることなどから、大陸から漂着した渡来人ではないか、という説もあるが、定かではない。

A 木こり forest worker became friends with an Ohito and they often enjoyed 相撲 Sumo wrestling together. When the forest worker won a bout, the Ohito carried a lot of firewood bundles to his home during the night. After many times of winning, the forest worker eventually also became an Ohito and was not seen in the village again.

Jaki is the name of the tiny creatures the four kings stand upon.
Classified as members of the Yaksha in Japan; also referred to as the Amano Jyaku (Heaven Jyaku). In a tradition unique to Japan, the Jaki demons are sometimes represented by two creatures known as Tentōki (Tentoki) 天燈鬼 and Ryūtōki (Ryutoki) 龍燈鬼, which translate literally as Celestial-Lamp Demon and Dragon-Lamp Demon.
Japanese legends say these two creatures were originally evil, but after getting trampled by the Shitennō, they repented, were saved, and now carry lanterns as offerings of light to the Buddha, or to light up the road in front of the Shaka Nyorai (Historical Buddha).
The Jaki and Tentōki / Ryūtoki symbolize the power of the Shitennō to repel and defeat evil. Two wonderful sculptures of Tentōki and Ryutōki can be found at Kōfukuji Temple in Nara

The amanojaku is commonly held to be derived from
Amanosagume (天探女), a wicked deity in Shintō myth, which shares the amanojaku's contrary nature and ability to see into a person's heart, "a very perverted demon".

The creature has also entered Buddhist thought, perhaps via syncretism with the yasha, where it is considered an opponent of Buddhist teachings. It is commonly depicted as being trampled on and subdued into righteousness by Bishamonten or one of the other Shitennō.
In this context it is also called a jaki (邪鬼).

今から九百年程前、村上天皇の頃、瓢ヶ岳の岩窟に妖鬼が山砦を築いて土地の民を悩ませた。鬼人の退治を命じられた九条関白藤原氏の八男右少将正三位藤原高光請卿は多くの部下を連れてこの地に来られた。鬼人は妖術に長じ変幻出没自在で手強く大牛、雉、十二ヶの瓢の化身となって現れ、矢に打たれて消えた。高光は神に祈ってようやく鬼人を仕留め、神の使いの鰻を川に放った。以来、粥川の鰻を食べると神罰を受けるという。

役行者が葛城山で修行の際、鬼人に水汲みや薪拾いをさせていた。吉野の金峰山までの岩橋を掛けさせようとしたが、一言主の神が逆らったので、谷間に縛り付けた。行者が印を結んで橋を掛けようとしたら、嵐の神が邪魔をして法力が弱まり、橋は掛からなかった。当麻の岩橋はそのなごり。

Once there was a brother and a sister. The Brother killed a human being and ate its meat. He also wanted his sister to eat human meat and invited her for lunch.
But she became aware of the ruse, excused herself for the toilet and fled from there. The brother came right after her. He got hold of her but she told him:
"I have two mouths, with the one in my lover body I can eat demons."
The brother was quite surprized, lost his step and fell off the cliff to his death.

鬼神伝説 - The Kishin legend of Onizawa
There is a legend in Onizawa describing a benevolent Oni, more of a mountain-man than a demon.
As the story goes, the Oni was a friend of a villager 弥十郎 Yajuro, and offered to assist in the construction of a dam to collect water for his rice paddies. He did so under the condition that no-one watched him as he worked. Naturally, the villager’s wife breaks the rule by sneaking over to spy on the Oni. The Oni runs away, never to appear again; however, he leaves in such a hurry that he forgets all of his tools. The metal remains of these massive ogre-sized tools — a saw, an ax, a hoe, etc — are now collected and displayed at the Oni shrine in Onizawa.

The villagers in Onizawa have a fond relationship with this Oni Deity - 鬼が神様なのである.
At Setsubun, they do not throw beans to drive the Oni away.
At the Boy's festival they do not thatch the roof with mugwort and iris to drive the Oni away.

The Oni here might have been some outlaws in hiding or even Koreans in hiding, which Tamuramaro expelled.

垂仁天皇の時代、吉備国で略奪を繰り返す百済の鬼神、温羅を退治するため、イサセリヒコノミコトが派遣された。勢い凄まじい温羅を攻めあぐねたミコトは、神力を現して１度に２本の矢を放ち、温羅の左目を射抜いた。雉や鯉に姿を変えて逃れる温羅を捕らえたミコトは、首を刎ねて曝したが、その首が何年も大声でうなり続けたため、温羅の霊を祀って鎮めた。

Shuten Doji 酒呑童子サケノミワラシ
摂津守頼光朝臣が勅を受けて酒呑童子を退治した。それに際して住吉で祈願をして神酒を受けて退治に臨んだ。この童子は元は比叡山の稚児で、容貌が美しかったので僧達に愛されていた。人が酔って寝たときにその血を取って酒に入れ飲んでいた為鬼になった。
